From what I see in the article it is about lost PR - perhaps it happened first for directories, but as for now there is no PR anywhere, so any conclusions are at least too early. Besies, if TrustRank is to be based on the selection of trusted pages, dmoz.org seems to be reasonable selection for one of these selected and trusted. Or at least as a hand made and moderated directory it should be taken into consideration.
