Repeated words in meta tags

For those SEs that use meta tags, is the following considered to be keyword
spamming?:

<meta name="keywords" content="learn spanish in estepona, spanish classes in
estepona, study spanish in estepona">

I'm referring to the repetition of the word 'spanish', of course. Would
something like the following be more appropriate?:

<meta name="keywords" content="spanish, estepona, classes, study">

No but it may well be pointless as it seems only Yahoo takes notice of
keywords and this itself is highly questionable.

About six months ago I'd have said yes but these days I'm not so sure.
I'd stay with your first version if I were you. You really needn't
worry about spamming like that.

I would go with: <meta name="keywords" content="spanish, estepona, classes,
study">

Repeating the same word in the keywords meta is quite definitely spamming.
You may be penalised for this - it depends on the search engine algorithm in
use. If they find that downgrading sites that use spamming of the keywords
meta gives rise to better customer satisfaction with their search results
then you are in trouble.

Keywords means keywords, not key phrases.

That is pure invention. No more, no less. Repeating it thousands of
times maybe, not a handful in different phrases.

I recall one place - scrubtheweb? - around a year or so back when I
visited their site shared in their guidelines that a keyword or
keyphrase , in the META, being repeated more than 2 times was risking
verging on "spamming" of that keyword in their opinion - I think they
used "apple" or "apple pie" in their example of what *not* to do [in
their opinion].

But then again, I think I need to finish my second cuppa of the day
....

I belive SEO should be the same as alwais, and webmasters should not
worry about if the keyword is repeated, in capitals, with accent,
etc... I think SEOs should care to put in the meta keywords what users
usually writes in the search engines looking for what you are offering
in your site.
This way of acting brought me to have meta-keywords with arrount 2000
characters, and I just went back to the 800-900 characters, but just
because search engines are not doing things right, as I belive that if
I have 200 keywords related to my site, 200 diferent ways of calling
what I offer, it should be fine, and search engines shouldn't care
about spamming this way, spamm is something else, spamming is having 20
keywords that don't reflect the content of your site.
