Starting a new business, partner needed

Hello,

I have been thinking abot starting a company specializing in sport betting quite some time now.
I know this is quite a large operation.We would be focusing first on the countries of ex-Yugoslavia(Slovenia, Croatia, Serbia & Montenegro, Bosnia) - in our country there is only one bookie, the odds are not the best and cannot compete those of the other internet bookies like gamebookers + you must bet at least on three events on a wager...so there is something more to offer.
I have also asked some people on forums on betting on the countries above and the response seems very positive.

The business plan is on it's way.

I am a software developer, so I know how the system on major bookies like gamebookers works and I think establishing such a system would not be that hard.
Ofcourse there is a lot more in it than that and I think I need a partner.

hehe one bookie, sounds like the market is yours for the taking. Is this an online venture? If it is I would be happy to design your website for free.

Hello,

I already have a designer to do it.
Would I attract more investors or partners if I would have everything already setup and working properly? Cause I have enough money to do it, but I may be short on money to do proper marketing.
