The Same thing has happened to me before. One of my accounts was banned
because I accidently promoted a site that contained a dialer. All my other
accounts did not accept payments (obviously because I had logged in from the
same IP)

It got worse. My friend who set up all 5 of my emails for my different
accounts, had all his accounts (about 50!) with the same email name as mine
banned also. I had never logged into my accounts from his IP, the adwords
system must have recognised the similar account name. He was able to pull
some strings and get all his accounts back up and running (thank god!)

I had to get a new CC, and change the proxy settings on my PC to annonymous.
Maybe you could try doing this. visit www.openproxies.com That way the
systems doesnt know what IP you are using and you can log into as many
different accounts as you want. I never am logged into more than one account
at the same time.
