It's ignored. But it is a good thing to do (morally) to put something
in to help handicapped folks. Sooner or later there'll be some big
publicity about this as pretty much all uk government related sites
are wildly in violation of their own acessibility guidelines. I'm
guessing that the papers haven't picked up on this because they reckon
joe public won't understand it anyway.
