The ; is essential, as you could have read in that second Note.

e.g. &ampReviewPage is *wrong*, it *must* be: &amp;ReviewPage
The former passed a variable ampReviewPage *and* is invalide, so you didn't
fix the problem, and added another.

Yes, but only a few. And probably with the use of a lot of JavaScript this
can be reduced to less. (I am not talking about SEO, but the use of frames
in general). But my general opinion about frames is: very bad UI design,
use only if all other options are worse.
