Overseas Purchasing Guidelines

I've been purchasing my companies core products from China for the last 4 years. I'm considering throwing more business that way but was curious if there is a general rule of thumb with regard to what kind of savings I should expect before going overseas. In my opinion, a 10 - 15% reduction (including freight) in cost is not reason enough to go overseas - but that's my relatively green perspective. Can anyone offer their insight?
