I'm new to Cascading Style Sheets (CSS) and after reading about Section 508 that states commercial websites need to utilize CSS to make their sites easier to navigate for people with disabilities, I need to rebuild both of my sites.

I found a great CSS tutorial that goes into explaining various steps (i.e. THIS makes the background this color, THIS makes this link this color, etc.) but there's go to be an easier way.

Is there a software that makes it easy to design your layout and build your site with CSS? I built both my sites with Netscape's Composer (Go ahead and laugh but it was a piece of cake ) so I've never used Dreamweaver, FrontPage, etc. or know if they do it.
